CLASS SUMMARY:

This class is responsible for the overall management of transit operations and safety policies, which includes,  investigating and identifying safety problems/needs; develops and recommends solutions to meet regulatory standards.

1.

Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

2.

Conducts incident investigations to determine cause and damages and develop plans to prevent recurrence.

3.

Performs equipment and facility inspections to ensure compliance with applicable Federal, State, and local laws, rules, and regulations; evaluates work procedures and equipment to ensure adequacy and safety.

4.

Develops and coordinates comprehensive safety training programs in collaboration with a third party consultant.

5.

Prepares a variety of reports, reviews, assessments, and databases regarding accidents, inspections, and/or other related safety topics.

6.

Ensures process and equipment safety compliance with Occupational Safety and Health Administration (OSHA) and Department of Transportation (DOT) requirements which includes alcohol and drug testing.

TRAINING AND EXPERIENCE (positions in this class typically require):

Bachelor's Degree in Occupational Safety and Health and three to five years of relevant experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

 

LICENSING REQUIREMENTS (positions in this class typically require):

Licensing Requirements:

  • Commercial Driver's License;
  • OSHA Certifications;
  • Accident Investigator Certificate;
  • National Incident Management Certificate.

 

KNOWLEDGE (position requirements at entry):

Knowledge of:

  • Supervisory principles and practices;
  • Applicable Federal, State, and local laws, rules, and regulations;
  • Risk management principles;
  • Safety principles and practices;
  • Training principles;
  • Investigation methods;
  • Facility inspection methods and practices.

 

SKILLS (position requirements at entry):

Skill in:

  • Prioritizing, assigning, and evaluating work;
  • Conducting investigations;
  • Identifying safety and risk hazards;
  • Performing facility and job site inspections;
  • Preparing reports;
  • Interpreting and analyzing applicable laws, rules, and regulations;
  • Developing and facilitating training sessions;
  • Using a computer and related software applications;
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

 

PHYSICAL REQUIREMENTS:

Positions in this class typically require: climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

 

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

 

Incumbents may be subjected to moving mechanical parts, electrical currents, fumes, odors, dusts, and extreme temperatures.
